APPLICANT REQUESTS THAT:
His indebtedness for repayment of his tuition assistance for the
Military Health Professional Scholarship Program should be
$74,047.54 rather than $76,047.50.
APPLICANT CONTENDS THAT:
There is a discrepancy between the total debt to be repaid. The
memorandum from HQ ARPC/DPTTS stated the total amount to be
repaid is $74,047.54. The letter from DFAS reports that the
total is $76,047.50.

STATEMENT OF FACTS:
On 26 January 2012, the applicant was appointed as a second
lieutenant in the Air Force Reserve.
The applicant was enrolled in the Military Health Professional
Scholarship Program from 26 January 2012 to 7 June 2013.
The Secretary of the Air Force approved the applicants
resignation submitted on 6 October 2013 and directed separation.
The Secretary further directed recoupment in accordance with
Section 303a of Title 37, United States Code.
Reserve Order Number CL-019 dated 11 December 2013 reflects the
applicant was honorably discharged from all appointments in the
United States Air Force Reserve effective 11 December 2013.
DFAS confirmed that the applicants debt is due to disenrollment
from the Military Health Professional Scholarship Program in the
amount of $74,047.54.
AIR FORCE EVALUATION:
ARPC/DPTT recommends approval indicating DFAS should adjust the
recoupment amount to $ 74,047.54.
HQ ARPC/DPTT honorably discharged the applicant on 11 December
2013. A notification of discharge was forwarded to applicant
with the recoupment amount. Also a memorandum requesting this
amount be recouped from the applicant was sent to DFAS
11 December 2013. HQ ARPC/DPTTS verified recoupment amount with
HQ ARPC/FM and Air Force Institute of Technology (AFIT)
Financial Management office of responsibility prior to
forwarding the discharge and recoupment memorandum to the
applicant and DFAS.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 14 June 2015 for review and comment within 30 days
(Exhibit C). As of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case and agree with the opinion and recommendation
of the Air Force office of primary responsibility (OPR) and
adopt its rationale as the basis for our conclusion the
applicant has been the victim of an error or injustice. The due
diligence demonstrated by both AFIT and ARPC in determining the
correct amount of recoupment did not go unnoticed by the Board.
Therefore, we recommend the applicants records be corrected as
indicated below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to the APPLICANT be corrected to show that upon
his discharge from the Air Force on 11 December 2013, the
recoupment of funds expended on his education under the Health
Professions Scholarship Program be amended to reflect
$74,047.54.
